Abstract

The essay examines a specific kind of participatory democracy, such as the “public debate”. It illustrates how the public debate is ruled by Italian public procurement regulation (Legislative Decree no. 50/2016 and President of the Council of Ministers Decree no. 76/2018) and by French environmental code. The essay aims to describe the main differences between Italian and French regulations.
