Cultural heritage enhancement: horizontal subsidiarity and perspectives of "direct democracy" for territorial development

Abstract

This paper focuses on the role that cultural heritage can assume for the development of territories through forms of valorization as an expression of horizontal subsidiarity. After describing the forms of direct democracy and shared administration of common goods, the analysis will stress the regeneration, care and management pacts of assets and public spaces suitable for prefiguring new ways of involving citizens in the exercise of the administrative function.
