Against centralisation. Labour’s culture of territorial autonomy in the informal dynamics of intergovernmental relations

The paper analyzes paragraph 3 of the Brown Commission’s report on the future of the United Kingdom, “A New Britain” entitled “Over-Centralisation in Westminster and Whitehall”. Beginning with the report’s criticism of the centralist management of the Conservative cabinets, the article contains a focus on the features of the U.K. multilevel relations framework: to this aim, the overlapping of legislative powers and the system of intergovernmental relations are analyzed. Finally, in the brief conclusions, we emphasize the relevance, for the agenda of the Labour Party, of autonomy in its various declinations.
