Bolivia, the dispute over the sense of democracy and the Constitution

Abstract

The resignation of President Evo Morales and Vice President Álvaro García Linera in Bolivia (November, 2019) activated the so-called “presidential succession” provided for in the Political Constitution of the State. However, the assumption of Senator Jeanine Añez to the presidency of the State, without being directly in the line of presidential succession established in the Constitution, has led to a long debate about how to interpret the Constitution in these cases. This article reviews the facts and arguments that were given in this regard, particularly what was stated by the Plurinational Constitutional Court, the Constitution itself, constitutional doctrine and the media.
