The projet de loi portant nouvelle organisation territoriale de la République in the context of the French devolution

Territorial devolution is becoming an increasingly important issue in France, that is a country with a longstanding centralist tradition. The contorted process, begun in the Eighties, that lead to the emersion of local powers, develops through three subsequent phases (the so-called Actes I, II et III de la décentralisation). Those stages culminated in the drafting of the bill concerning a new territorial organization of the Republic (so-called loi NOTRe), which is now undergoing parliamentary review. The paper purports to analyze the three stages of devolution and to outline the backdrop against which the bill was introduced.
