Abstract
“Green pass” testing constitutional States: a comparison between Italy and France – In an attempt to get out of the pandemic emergency and limit the use of restrictions, the “EU digital certificate Covid-19” was introduced, but was not well received by the Member States. In fact, the discussion in the parliamentary assemblies has been extremely arduous. Examples of this are the Italian and the French case, which show that the constitutional state under the rule of law is currently severely tested.
